Summary: The present work aims to analyze the possibility of amicus curiaeintervention in administrative proceedings. After confirming that the amicuscuriae is a subject capable of collaborating with the better elucidation ofcontroversies debated in the procedural sphere (by bringing technical,social, scientific and political arguments to support the judge's actions),the following items: (i) formal and substantial aspects inherent to theactions of amici under the bias of the general theory of the process; (ii)confirmation that the administrative process is, in fact, a process and theconsequences arising from such a conclusion; (iii) the possibility of amicuscuriaeintervention in administrative proceedings, due to the supplementary orsubsidiary application of the Code of Civil Procedure or in light ofprinciples, values and guidelines inserted in the Federal Constitution, andgoverning the performance of the Brazilian Public Administration.
